Because Roar of Time/Spacial Rend aren’t literally all of Dialga and Palkia’s space-time powers, it’s just an attacking technique that happen to involve manipulating their pre-existing sphere but still fall under ‘types moves’

All that happens is that Dialga roars and its target gets blasted with energy. No different from Rayquaza using Hyper Beam or Xerneas using Moonblast.
