It's mixed, really. Yes there's the Greninja fans, but also Typhlosion fans and others who say gen 3 or 4 pokemon are better than Charizard or that "new-gen" games are bad because of the attention given to it.

My point exactly.
If we're talking about popularity of designs in general, we need to look at Pokemon in general, not just starters. Emboar may be the least popular starter but that doesn't necessarily mean it's not a very popular Pokemon on a broader scale.
