Their whole lore is there's fierce competition for resources and space in Galar - something which doesn't exist in Hoenn, and the fat bastards got lazy and lost the ability to evolve. They don't break their lore - Obstagoon will exist because there'll be an in-region trade for the regional forms as in the past two games, but there won't be a Hoennian Obstagoon, because the factors that allow G-Linoone to evolve further don't apply to Hoenn (and won't as that'll break their lore - they didn't exist in gen III, remember?)
