I assume mostly because ice is not a common type, and ice is the easiest to explaim away as 'oh a colony of sandshew got lost in the snow once'

Dark is because before Galar, all the regional forms were Kantomons, and Kanto had no Dark types. Ice is because it's one of the most drastic changes that can be naturally shown in a Pokemon.
