Turtwig didn't win a single fight after it evolved that wasn't against team rocket. He became the designated jobber of the team that made everyone else on the team look better, that was his role sadly. It wasn't really about shilling infernape, it was more about Torterra not meshing well with Ash's style. I don't know why they even evolved him, should have kept him a turtwig or traded him to Brock for crogunk who fits Ash's team more.
