A lot of pikaclones feel that way to me. Pachirisu in particular feels like a pokemon that should evolve.

Heliolisk is one of the few Electric types that don't suffer from movepool issues

Its only real issue is being frail and not hitting hard enough without Solar Power

It actually has an ok movepool for being effectively a pure-Electric with a Fighting weakness. It gets Surf, which is way more than any similar Pokemon could wish to get
