GF's been trying to make it a more offense-oriented version of Clefable with Competitive and an additional STAB, but offensive Pokemon are a dime a dozen compared to defensive Pokemon - why would you pick Wigglytuff? It doesn't even have Moonblast.

Thanks to Scrappy + Boomburst it's about as good as you can ask for an early game normal type. Occasionally it's shown up in OU to counter specific busted Ghost types.

HP doesn't mean SHIT without the defenses to back it up. Look at Guzzlord and Regidrago, or any Pokémon with lopsided defense stats like almost every Rock and Steel-type Pokémon to an extent.

Still waiting for a Rock or Dragon-type biting move so Tyrantrum can make use of Strong Jaw with STAB, so it could go along with Psychic Fangs. Rock Head would probably still be better because of Head Smash abuse but it didn't make any sense for a Pokémon to not be able to make full use of what use to be its signature ability, as the elemental fang moves were egg moves while the biting only move outside of that was Crunch, and we all know that the 87.5M/12.5F gender ratio and Monster/Dragon egg groups are lovely when it comes to breeding for egg moves, especially without the oval charm so eggs appear faster.

Shigeki Morimoto is going to keep doing what he does best, being Shigeki Morimoto, and that's unfortunate.

I'm starting to get the feeling that Hoenn, my favorite Gen, has pretty shit mons. But perhaps it worked because everybody else was using those as well.

Johto's dex looks horrendous however. Eyeballing it, I think 90% of mons here are incredibly weak.

Yes, Johto is also cursed with that. Its a shame since it also has some great designs and unique typings.
Also, according to the beta, Hoenn was going to have Johto-tier bad stats for most of its pokemon too, but for some reason developers opted to not do so.
I would say that i wonder why gamefreak doesnt want to fix the old mons' stats nowadays, but i know the answer is simply "to have a selling point for future games"

They've done minor changes though, admittedly to only a select few Pokémon. I don't even care about comp, I just wish they would be useful in-game.

Wouldn't previous-gen Pokemon being buffed in a new game technically be a selling point if a such thing was advertised? People would gladly play a game if one of their favorites such as Luxray had a buff to their stats and movepool.

I guess a regional gimmick alongside a special-snowflake form for Charizard to go along with said gimmick is more important then say Ice having actual resistances or a physical Electric-type move not being exclusive to a singular Pokemon.

How could you forget the starters?
Typhlosion: has the most boring basic unfun movepool of any Fire starter. Just to add insult its stats are Charizard’s so it basically has the worse aspects of Charizard without any of the shit that makes Charizard amazing (god tier movepool, special snowflake forms. Even when Game Freak buffs it, they go out out their way to make those buffs pointless. Case In point, Burn Up is objectively a worse version of Overheat ( the move that Charizard spams). Oh and no Earth Power for the Volcano Pokémon because Fuck You. Oh and even better, after having Charizard mogg it for 35 years, they created Cinderace just to steal its pure Fire type and mog it in even more.

Meganium: No utility moves, Hidden ability is fucking Leaf Guard, the only way to get leech seed is breeding with Venusuar. Is so worthless that even most Johtotoddlers fucking hate it. Its outclassed by NFE’s like Tangela. Meanwhile Venusuar is the best Grass type in the fucking game because according to Game Freak double speed in sun combined with Sleep moves, and the perfect offensive movepool is totally balanced and not broken at all.

Feraligatr: the only one to survive the Johto curse. Masuda probably thinks that Sheer Force is bad, no one correct him.

Also, Johto the only region that was made as an expansion of another region instead of its own thing so it will also be second banana to KANTOOOO. Even if Game Freak tried to fix this with a Let’s Go Johto by expanding Johto but leaving out Kanto, People would bitch that you can’t go to Kanto, (even Luigi gets to be in stuff without Mario).

I feel like Gen 3 is artificially lower because of abilities that compensate for base stats (Huge Power, Wonder Guard) whereas Gen 4 is artificially higher because of abilities that are nerfs (Slow Start)

The reason Gen 4 is so high is that so much of the dex is comprised of evolutions of previous Pokemon which will necessarily have a higher BST. Also, Sinnoh has 13 legendaries which also pushes it higher.
Gen 7 has the same factor where more than 25% of the dex are legendaries Nad ultra beasts.

johto's dex is extremely small and there are plenty of shitmons (pre gen 4) however it is somewhat often overlooked because there are some fan favorites introduced in the generation (espeon/umbreon/steelix/scizor/houndoom/ttar/amphy/kingdra/skarmory)

Jesus Christ, it's like the franchise never came on its own until Sinnoh. Johto and Hoenn were playing second fidle to Kanto on purpose if these posts are to be believed, intentionally designing mons with bad stats so that Gen 1 stuff would remain the best possibly.
Not that it was a bad design philosophy at the time I guess, powercreep wouldn't be noticeable when kids are dueling and most of their options are shitmons..

Also I didn't remember that Exploud only comes at level 40. Jesus, that's even higher than the starter evos for such a weak thing. A level 40 evolution? You'd expect it to be a pseudo legendary

Because gens 1-3 had no online, so GF never worried about this. It had some competitive scene, but it was small if you're going to compare. Gen 4 introduced online battles, so suddenly they had to focus on competitive battles, it was for everyone.

It wasn't good in Hoenn either. It's just terrible balancing like 90% of Pokémon. We've got so many final evos including 3rd stages that are sub-500 BST with a lot being in the 450s. For whatever reason they decided Exploud needed a massive HP stat while having paper thin defenses and that it needed to be a mixed attacker with 91 in each offensive stat which isn't even that good to begin with, so they also made it slow as shit to keep it below 500 BST while mons like Arcanine have a BST of around 550. Snorlax, Scyther, and Kangaskhan also sit at around 500 with properly distributed stats, ie Kangaskhan is 490 like Exploud, but it has low Sp. Atk with its stats being 105/95/80/40/80/90 with 90 being a pretty mediocre speed stat but the mega put 10 points there giving it a solid but not great 100 base speed. But mons in Gen III and later are balanced way more poorly. Stuff that has 100+ in two stats is like 60 in the other stats. Stuff like Heliolisk is an exception where he also has 94 Sp. Def because they made the HP, Attack, and Defense stats so low.

Yes, it is. It really doesn't need 69 Sp. Atk, drop it to 40, take 10 from Defense, and put those 39 points into Sp. Def and Speed. It's in an awful place where it's a bit too fast to be good in Trick Room, but also a bit too slow to be an effective Dragon Dance sweeper. Bump Sp. Def to 79, and bump Speed to 90 and it's a much more viable Pokémon. Hell, 84 Sp Def and 85 Speed works too. It shouldn't have a terrible Sp. Def stat, a terrible Speed stat, and a bad defensive typing. At least with those buffs I don't need to set up multiple Dragon Dances to actually make it a usable Pokémon.

That would be true if EVs weren't a thing. It's partially true for stuff like the early route birds, bugs, and rodents, but stuff you get 3 badges in shouldn't be so terrible (especially optional stuff like fossils), but even then you'll have enough EVs on a couple mons for the game to be no real challenge unless you're 8. The easy access to healing items in Pokémon as well as natures completely goes against the typical RPG progression these weak mons should exist for. Let's be honest a ton of Pokémon fans (especially people on forums like this) don't play other RPGs, especially not other monster collection RPGs so they just assume shitmons are necessary. Weak trash enemies are a necessity in other JRPGs like Final Fantasy because there are actually bosses with high levels and good stats that can wipe your party if you don't know what you're doing. This isn't an issue in Pokémon because you're usually overleveled and you get enough money from trainer battles that you'll have dozens of healing items. There's no danger in Pokémon because a loss sends you back to the nearest Pokémon Center which is usually pretty close since routes take like a minute or two to get though and you're not sent back to the last save/title screen. It's this simplicity that makes balances around progression pointless.

That would be nice, and it would be the sensible thing to do these days because Pokemon isn't following the "traditional RPG format" anymore and is focusing more on PvP battling.
Pokemon like Onix, Butterfree, Ditto, Voltorb, and so on make complete sense designwise when you think of Pokemon as the Dragon Quest ripoff that it was and replace "armor and weapons and enemies" with Pokemon.

Butterfree, Raticate and so on are those early game weapons that do well and carries you for a time, but fall behind hard because you're meant to replace them down the road with stronger "weapons" such as Dugtrio, Lapras, or whatever.
Abra and Magikarp are those garbage special weapons or armor that you take some time upgrading and raising and they become very powerful tools that will carry you through the whole game.
It's why "the most powerful Pokemon" were hidden behind secret areas or tedious ventures such as Tauros, Exeggutor, Chansey, and the Legendary Birds.
It's why Dodrio just completely outclasses every other normal/flying bird as it's the last one you'll encounter.

But now Pokemon doesn't follow that guide anymore. Of course, not every Pokemon is going to be "good" because some things are simply going to be better than others. That's just how it is. But it is inexcusable that we still get Delibird-tier Pokemon to this day (although they have been getting admittingly better with at fixing this).
