Lt Surge is tall man, but the anime makes it clear they are children anytime they stand next to adults. But yeah the anime aesthetics can make it hard to tell someone's age.

Ash is about 3.5 Pikachu tall. Pikachu is 1 foot 4 inches. So Ash is 4 foot 8 inches. That's average 10-11 year old height.

Lt Surge is 2 ash tall. He's 9 foot 6 inches tall

Remember asians count ages differently to us. What they would call a 10 year old we would call 8 or 9 depending on the month they were born.
I don't buy any of it though. Not from their heights relative to actual adults on the show and the games. Ash looks 16, Misty 17, and Brock looks about 22. May and Dawn both look 16.

I think the idea is that Surge is supposed to be a joke on the height difference between a white adult and asian children, but what makes it weird is that even compared to his colleagues he looks fucking massive.

Yeah, I thought about that too. The only thing I can guess is that he's like a joke about an American "super soldier" or something, but even that feels really flimsy because he's never referenced in an exceptional manner unless it's about his being a gym leader.
