What about this, give it 2 split evos, one is a water/steel tank and the other is a water/fire turret. They have the same stats, but their atacks and defenses swapped, both have mega launcher and skill link

I think Octillery is the type of pokemon that would rather have a mega than a normal evo. Just give him some tank features and mega launcher
