Another solution, i think, would be to give every pokemon a 5th slot that can only be filled with an HM.
Another (and I think the best) solution, is to make HMs usable without teaching them to your pokemon as long as that pokemon is in your party. There's a fucking Crystal romhack that does this, I don't see why they can't do it for the mainline games.
Tradition can get fucked. If I wanted to play all the worst parts of a 25 year old jrpg, I would go play that. Over the years pokemon has become absolutely crippled by its tradition.
