It shouldn't be an 'entry hazard', it should be a field obstacle.
Spikes makes sense as an entry hazard because when you throw the Pokeball and the Pokemon pops out, the spikes are somewhat unavoidable as I assume they'd be scattered like Legos. Huge fucking rocks though? If you throw a Pokeball at the rock it bounces off, hits the ground, then the Pokemon pops out. What's the big deal? How does the rock cause damage?
It makes more sense as an obstruction where the Stealth Rock user is able to gain coverage and hide behind them or "trap" the enemy Pokemon and limit it's ability to move around the field. This would make it easier for the user to avoid attacks and potentially increase accuracy of moves because the opposing 'mon isn't necessarily used to the placement of the rocks and can't strategically use them as coverage as effectively.
