IGN isn’t the first to think this, dipshit.
Half the region is land half the region is water, so to represent the cover legendaries, but the time spent getting things done or enjoying the game are mostly done on land making the elongated water section stupid.

There are plenty of things to do based around the dive spots. Lots of exploration. WHat wasn't done well was the encounter table. Take some away from the fishing rods, like Seaking and Staryu, and throw them in the surf table

Literally the only thing you can do aside from the mandatory stuff and the regis with dive was collect shards. It was a mechanic that was executed like shit.
