Gengar was always able to levitate long before the ability Levitate was even a thing. It just doesn't have the ability anymore because its model is standing on the ground.

He's got a point though. Maybe the lore reason that Gengar no longer has levitate is that the projected body is no longer being aimed at, but the shadow is, because more people are aware that it's just a shadow on the ground and that the ghost body is just a projection and will avoid Ground attacks.

There is no lore reason, it's just for gameplay-model consistency

Gengar and Mega Gengar are both on the ground in battle, but one had Levitate and the other didn't, which made zero sense

Gengar still retains its ability to float around
