Is there any hint about how recent Mewtwo's creation was relative to the Gen 1 games in-universe(either in the games, remakes or side-material)?

Also, I once read that Silph building was, at some point in development, a Team Rocket hideout instead of the multi layered dungeon or the league that's on tcrf or the company it became in the final product, is there a source for this?
