Nate and Rosa's Japanese names (Kyōhei and Mei, respectively) are derived from the Japanese word for resonance, "kyōmei." This is reflected in their English names: Rosa+Nate = resonate.

The only evidence I've ever noticed of the "Ho-oh reborned Eeveelutions into Johto's legendary beasts" comes from these two cards printed a decade apart.
No, there are no similar allusions between Jolteon/Raikou or Vaporeon/Suicune that I know of.

Before Gen 7 all of the Legendary Beast's Hidden Abilities were the standard abilities of the three original Eeveelutions (Suicune had Water Absorb, Raikou had Volt Absorb and Entei had Flash Fire). They changed it in gen 7 for some reason, but as that's what they were originally given I think it's reasonable evidence.
