Most Pokemon who can transform (like the move) in some way or another can speak, though that comes with practice.
Some extreme circumstances like possession, mind control, telepathy, and illusions also exist. Though, these are also rarely seen.
It's debated whether or not most Pokemon can fully comprehend human speech. This is a very strange topic as we have seen many Pokemon take orders and have basic conversations with their trainers, but some Pokemon are specifically mentioned to be able to FULLY comprehend human speech. Does that mean just other languages as well? Who knows.
