This is the reason.
Look up the sales number of other game franchises, like Castlevania for example.
Gamefreak and TPCi do not have the incentive to try hard at making better Pokemon games because sales number prove it.
Pokemon was, is and always will be a low cost, high profit franchise. The reason HGSS was attentive to detail is because it is both a remake and a sequel to the first generation. It has been done over and over, coupled with a great director like Morimoto who put forward quality above all else.
TL;DR fans will buy Pokemon games no matter what, no reason for gamefreak to try.
