For fuck's sake, it's because Rose was a poorfag from a mining town and decided to chase fame and glory by becoming champion. He made it to the league, then lost in the finals. He ended up with a HUGE complex over it that he never really got over. Chairman Rose doesn't give a shit about the energy crisis, he's just using "save the world by going down in history as the man who got the world unlimited energy" as a replacement for the glory of winning the league that he lost. That's why he HAD to do it on the day of the league, so the crowds gathered for the league would finally cheer for him when he announced it to everyone.
That's also why he mellows out when you beat him. Losing to the winner of the league a second time put things into perspective for him and helped him realized he was too hung up on stupid shit.
