What is the point of this? It's not caused by player action, there's no punishment for it and it's not an indication that there's no Pokémon in that patch of water. The fishing rod is designed to encounter Pokémon in the water except sometimes it doesn't do that and you just have to try again which usually means going back into the bag to select it again, it just feels like an intentional waste of your time
