The extra damage and flinch hax after a Shell Smash makes a huge difference, unlike negating the defensive drops, which isn’t that much if an issue since Cloyster has that perfect Shell Smash speed where faster strong pokemon will only attack before the boost and is fast enough at +2 to outspeed almost everything. That physical bulk too is still great that it can still easily survive most priority moves even at -1.
Hell, even Focus Sash is a better item most of the time with how common hazard removal is.
