They intentionally make characters for every kind of coomer. It's what sells. It's why waifu cards a popular, why people buy merch, like figures. Why there's such a stupid amount of porn specifically of this franchise.
With that context in mind, there is absolutely no way in hell Game Freak designed OP without knowing exactly who it was going to cater to, just like every other character they make. This design appeals to someone.
