Beta dex entry from Pearl:

The original idea was that Lucario would actually use its spikes and fangs to fight. It didn't have any aura-based powers other sensing them.

Then the idea of it using its spikes to fight was dropped in favor of aura-based attacks. But the design and type remained the same despite the change in fighting style.

The bloke who decided the typings, stats and other related details of the pokéon anon. Designers don't have a say in their design's typings, they get handed a brief description of what the team are looking for visually and they go attempt to fill that brief.

I always thought it was a reference to an idiom. He's the aura pokemon which is an obvious analogue to ki/willpower, thus he's steel type because of his iron will.
Idk if that was the designers intention or not though.

Aren't there feasibly quite a few correct natures with Lucario? And if you wanted a special attacking one a perfect Attack IV would actually be zero, and then you wouldn't even need the HA. Come on man. Lots of Lucarios can be great.
