The level curve is not awkward, it's awful and it almost seems like a shitpost. The trainer levels are weak as fuck by design and not because they had to take 16 gyms into account. Example

If you level capped yourself at Lance's strongest pokemon (lvl 50) then your team would be at a higher than 6 out of 8 gym leaders and with the exp you gain for defeating them you'll break the tie with Blaine and catch up to Blue easily. After that there's only the Red fight left, and what's his WEAKEST pokemon? A lvl 77 Espeon
There's more than enough room to adjust the levels and make a smooth progession but for some reason they decided to actually decrease them then raise them slighty and then just raising them 20+ levels. The level curve it's only "awkward" because they decided to go with some balls to the walls retarded game design
Also they're the ones who decide how much exp is available/given to the player so that's not an excuse
