That Mon? It's one of the simplest ones, it's just the previous dinosaur with added cybernetic parts and wings that were forcefully implanted on it - it doesn't work on everyone, most are incompatible with the operation and their flesh rots into this blue form.
But yeah like I said many Digimon aren't really ridiculous in-universe, they just expand or change elements of the previous form.
