Sephiroth was evil because he merged with an ancient alien entity that's basically John Carpenter's The Thing but for JRPGs. And before that, he learned everything he'd been told about himself was a lie and that he'd been betrayed by one of the people he trusted the most, Professor Gast. Granted that last part turned out to not be true but he had no way of knowing that thanks to Hojo being a dickhead.

And that's a good thing. Imagine needing to constantly justify every single insane, sociopathic villain with "muh sad backstory" and/or "muh society bad" motives. Some people are just manipulative assholes that want to get ahead in life at the expense of others, because they believe that's what they deserve. Ghetsis simply believes that he deserves to rule Unova and will use underhanded and cruel tactics to achieve his desired goal.
