it's an island, anon.

really though there's so much wasted space in the hoenn full map it would be great to get a lot of added content into it. i've been working on some planning here's what i've got so far

That's a fanmade map. The island is based on Amakusa Island off the coast of Kyushu and only shows up on mini-maps to make Hoenn more resemble its real life counterpart. No game has ever allowed this island to be visited and it serves no in-game purpose.

Can Hoenn be traversed in full if you use walk through walls to bypass caves to the other side, or are those fan created maps that added a shitload of filler tiles after linking up walkable routes?

This was added by the author of the map. Probably in order to make the unaccessible sea areas less empty (though it turned out retarded). It isn't in the game.

Game Freak was originally supposed to release Pokémon RS in 2003, but TPCI forced Game Freak to release it in 2002, as a result of which the game was horribly rushed and many parts of Hoenn are incomplete and shrouded in mystery.

It's based off of the full map artwork of ORAS. It doesn't exist in the games and thus isn't accessable.

You can technically go there in ORAS with soaring. It's where Fabled Cave is located.
