It's unique to Vespiquen, and while not completely identical to Roost, the difference generally doesn't matter. A lot of moves got removed in SwSh for no good reason. Most of them won't be missed, but many others were extremely relevant, if not the most important moves of certain pokemon. Vespiquen made it out relatively unscathed by comparison.
