most offensive pokemon go with hydro pump and most defensive pokemon go with scald. Surf is just a mediocre middle ground that's also shitty in doubles.

How is Scald not OP? Game Freak is going to come up with a Water-type equivalent of Ancient Power with a higher chance to increase every stat per use before you know it.
