Even comparing the Johto starters to every other set makes it obvious that something is going on. Why doesn't Meganium get Sleep Powder when every Kanto Grass Type does and its lore specifically says that it calms opponents down, Why is Typhlosion the only special attacking's Volcano-mon to not get Earth Power. Kanto Starter are have always been decent and have only gotten better every single gen, while the only respectable Johto starter is Feraligatr, Typhlosion is a one-trick meme pick, and Meganium is worse than Tangela (an unevolved Kanto mon).
Then Game Freak went and created the Galar Starter who exist solely to make Johto starters look even more pathetic as a group by stealing their pure typing while being infinitely better in every way.
The only proof we have of Game Freak not completely hating Johto is Typhlosion being in Legends, which just so coincided with Masuda not being at GameF freak. Meganium was the Illumina Mascot but that wasn't Game Freak that was Bandai Namco, the makers of Digimon. (Think about it, the creators of Pokemon's arch-enemy gave Meganium more respect in ONE GAME than Game Freak gave it in 25 fucking years).
KANTO is treated like the Holy-Land by Game Freak, while Johto doesn't even get the table scraps. Keep in mind that the region are literally right next to each other. Not helping is that Japan actually does have a stereotype about Kansai (Johto) being hicks, which only leads to people thinking that Johto-mons being useless was intentional bit of sadism by the hands of Game Freak.
