I think they are supposed to be used in single player for coverage, but most of them are late game anyway so it pretty much defeats the purpose.

Well when I think of a Pokémon having bulk, I think of a Pokémon with both defense stats being over 100 and having a decent amount of HP to go with it.

It barely breaks above base 100 in both offenses. To come even close to 'doing its job', so to speak, it needs to run Life Orb or somesuch combined with high-power moves with big drawbacks like Flare Blitz. Otherwise you'll be required to forgo the mixed aspect and just play the specialisation game with boosting moves or Choice items.
