There was a method to the madness that I adored, maybe you didn't pick up on it so you got frustrated. But you're not supposed to try to Fly to them. You have to tactically position yourself on foot to get them to move to you. It was a lot of fun because it manifested as a unique kind of content to have to put together the Mean Look and anti-Roar and Ultra Ball stock and go hunting, instead of them just being in an empty dungeon/portal or whatever handed to you.
The only way I'd appreciate the handed over ones is if I were Shiny Hunting them, but I didn't really care for Shinies until Gen 6 since they were more achievable through Friend Safari.
