Normal needs to stay as basic as it is from a gameplay design standpoint because you can't just give complicated types like Steel, Dragon, or Psychic to complete newbies and expect them to understand the match-ups. Even if the player gets them early game, fighting against chiefly Normal-Types in the early game still makes things simple and keeps type match-ups out of the mix for a while.
