Galar isn't a monarchy, or if there is we don't see it in games.
Pokémon in general seems to rely on a meritocracy rather than a monarchy or democracy (who the fuck and how do they run government programs, the economy for pokemarts, wages for gym leaders, urban planning, I don't know)
My knowledge of historical Japan is non existent so I can't really compare Johto vs Kansai, Hoenn vs Kyushu, or Sinnoh vs Hokkaido
