It appeals to a larger percentage of kids who link fire to power and coolness factor and don't care about anything else, which also explains why Fire starters are usually some of the most popular even though their designs are usually some of the weakest.
But you are right- in game, Fire type is better reserved as coverage and the Pokemon are better ignored for the more useful Flying and Ground types.
