The only Grass move it gets is Solar Beam, which Gen 4 gave to every Fire type. Its only Electric move is Thunder Punch.

It's like how Gyarados can learn Flamethrower/Fire Blast and Thunderbolt/Thunder despite being a Water type.

Emboar is a Fighting type though and Fighting types almost always have good movepools. That's why Chesnaught's movepool is bigger than any other Grass starter's
