The second part of the entry is that it is said that Pikachu is the idol pokemon while Kadabra is said to be the 玄人好 pokemon, but I can't properly translate that word. According to deepl it means geek which would make sense in this context.

I wont post the proof as looking those up would delay the translations, but it goes kinda like this.
First, there's a report in Silph about Porygon's creation on cinnabar's lab.
We also know the lab was founded by Fuji in the final game(you can also check this too).
And the up-grade is stated in-game to be made in Silph.
Now, there's also some info from the leaks to check out, mainly that Silph's chief(called CHIEF in the "unused" translation) was going to be fightable and there's dialogue hinting that he was hiding in the safari zone. A line in the final game in one of Celadon's houses has a Rocket talking about how they put pokemon as slot prizes and refers directly to a CHIEF.
