these levels are fine. to battle 6 you have to go to cianwood city and do the lighthouse which will give you enough training, and while you're at cianwood you'll probably get 5 out the way too.
also, you can battle 7 right after 4, that's why he's lower levelled than 6. 6 will always be done as either the 6th or 7th gym due to the progression of the game. the levels really aren't a problem if you actually played the game instead of looking up their teams and using that to judge the experience. the level curve doesn't have to be linear. gen 5 rotted your brain.
