Magnemite, Magneton, & Voltorb can be caught in New Mauville, a Hoenn location.
there's species so they can appear in more than one region.

Kanto shilling. There was no reason for him not to have Manectric, or at least Minun/Plusle or Electrike.
A fucking team full of Kantomons for a Hoenn gym leader is unacceptable. On the plus side it was resolved in Emerald (and promptly fucked up again by ORAS because lol) and the other gym leaders aren't nearly as guilty of this.
