And you can't import any from other regions, unova is so diverse it canonically has zero mons from anywhere but unova until BW2 remember? Besides NYC isn't the wild west and never has been.
Oh and one more thing, why do people think american alligators are in any way associated with america as a whole? They're an entirely american southern thing, and before you bring it up Japan doesn't know or care about made up stories of sewer alligators.
If they would use feraligatr it would be chinese themed, because china has alligators and unova already has a lot of chinese themes including a starter based on it.
