I need help figuring out the logistics of my AU. I'm making an Alternate Universe, possibly in Pokeemerald, that takes place after a near-apocalyptic event. I made a thread about it before and got some nice help, so I figured I'd try it again.
My interpretation of Pokemon's canon is that the Pokemon Association, which selects Gym Leaders, organizes official battling rules, and all that stuff outlined in the Adventures manga, is basically an extension of the government. And both Gym Leaders and the Elite Four are government officials. I assume the Champion is at least offered a similar sort of position, but I typically think of characters like Steven and Cynthia as extensions of the E4 and don't worry about it.
That's not my problem though.
My problem is that in this AU, following the apocalyptic recovery, the way society is organized has changed and two new factions have come to power.

Their mission statement explains that it exists to preserve the past and develop the future. One of their central aims is to create a record of human history that is as close to all-encompassing as possible. They are also engaged in a variety of other activities: urban planning, food and pharmaceutical production, space and aeronautics, etc. They take care of people.
>The Aquatic Research and Maritime Conservancy Center (ARMCC), also known as the Aquarium, is a Sublunary Preservation Group branch that works to fulfill the part of the SPG’s mandate related to preserving human history, mainly through studying the ocean. They plumb the ocean for remnants of bygone society and other secrets related to the beginning of life in this world. They are considered instrumental to the continued preservation of mankind, so they are well-funded.
