Depends really. The birds are just rare. Regigas and Ho-oH can create more regis and beasts. Mew is just the orginal link. Mewtwo and Sylvally have complete genomes you can clone. Mythicals can exist in rare tribes. Arceus can create another creation trio and probably the entire pantheon of legends.

All that you mentioned supports the idea that your chances of capturing pokemon are affected by tools and skills acquired by stronger trainers. If it wasn't a test of strength then all pokemon would have an equal chance to be captured regardless of level, condition, ball, or location.
