Sugimori was responsible for redrawing everyone's designs.

Back then, they didn't draw Pokemon on paper first, they just made sprites without thinking about how the designs would translate to other media.

Your pic is wrong.
Nishida came after the sprites were made. Sugimori was the who made the sprites and she took his ugly designs and improved them

Objectively incorrect. Firstly, Pokemon were made as sprites first during that time. The only real exceptions I can think of are some Capsule Monsters designs, going by the concept art. Secondly, while some sprites were absolutely altered or cleaned up later, for the most part the sprites were likely drawn by their designers. and while Nishida came in a bit later (you can tell based on the index numbers of some of her designs), she probably followed the process they were using up until that point. Thirdly, it's been stated that Pokemon didn't even have an official design until Sugimori drew it for some book.
