Victini is guaranteed to win everything, but SCP-682 incapable of dying, which is what needs to happen for it to lose a battle to the death.

It obviously doesn't work retroactively though. Otherwise Celebi couldn't travel back in time at all because even tiny changes would change Victini per butterfly effect. So Victini isn't immune to the consequences of time travel. And if it isn't immune, I can plot a course of events such that I come out on top.

It absolutely does work retroactively. The mechanism behind Vicitini's absolute victory exist outside the boundaries of time.
As for why Celebi can travel back in time at all, it lies in the idea that in any given scenario, Victini wouldn't lose; because it can't lose. Thus, Celebi maintains its temporal abilities.
