Content is what you can actually DO with the gameplay. It's the towns, the story, the gyms, the evil team, the battle facilities. Those are all content. Even the minigames are content.
Now, nothing is set in stone, but if LA really is the overhaul you're claiming it to be, then it's VERY likely the actual CONTENT of the game will be barebones, as historically GF has completely and utterly failed to deliver on content any time they've had to overhaul the game in the last decade.
