The question I need to know is "who would be a good mom presently" or "Who would grow up to be a good mom and form a decent family"
For example Liza would be a terrible mother for the former question since she's a literal child, whereas she's probably going to grow up as a sensible and well adjudged adult so for the latter, yes she'd be a good mom.
Good moms would probably be Lenora, Jasmine or Burnett

For those two I kinda headcanon each other as girlfriends/partners/flirting. I think Elesa's job takes up more of her time and she focuses more on the present. She's not selfish or materialistic but she's just not often in the state of mind to "care" people in a nurturing way. She's a model (heh) for Bianca and she's willing to connect with Skyla but she knows she wouldn't be able to give her all for a child.
Skyla is more casual and carefree, and while she likes freedom and flying rather than being chained down, she might find the idea of having a child "fun" or at least doesn't have baggage preventing her.

This sounds about right for best-case scenario takes, a bit broad but you gave the tiers wiggle room too. Fantina's hard because she comes off as acting. I'd put Cynthia closer to "Mom" as well, her antics outside the Gen 4 games feel like a response to how dry she is IN them, so that has to even out somewhere.

She's about as outgoing as every other protagonist as portrayed in Masters, though I guess she does seem pretty dopey as well. Definitely on some sort of spectrum.

She's probably the kind of mom that would be willing to listen to her children but is too attention-deficient to register anything they say half the time. Her own mother already seemed more baked than the others.
