More grimdark version is that there is an original Nurse Joy, Nurse Joy "Eve" if you will, and every joy you meet were the byproduct of eugenics to make a hyper competent nurse employed in all sectors.

Was probably a meta nod in the anime to how many NPCs are the same sprite. Not that this is bad for a vidya game.

Trying to give it a real lore reason though has things ranging from clones, eugenics, to mind rape or normal people into being one.
