Even so, there's shit like the witch's ladder where woven/knotted hair is used for magic, so it could be argued that the Grimmsnarl weaving hair into muscle fibers could also fit (although I would also agree that this is probably a coincidence).

Tapu Bulu, despite being chill, is explicitly depicted as unga bungaing by ripping up trees and swinging them as well as ramming things. It LITERALLY destroyed a town this way.
Tapu Fini explicitly avoids anyone who doesn't approach with respectfully and with honor. Nothing about it is mischevious.
Only Tapu Lele comes close to your definition of fairies, and even then it's just an asshole.
