Depends on the pokemon being used. In terms of sheer experience if they all had the same team or teams of similar power I think either Cynthia carries and wins or Leon and Raihan gang up on ash and then take out Cynthia in the same manner. Based on the two fights we've seen, Charizard's g-max move has plot armor so it doesn't even matter. Leon takes it by himself, Raihan is just there.

If we're going by the anime, Leon has better showings than Cynthia. He beat Lance who had won the Unova PWT, and Leon almost took out Eternatus without GMAX, legendaries, mega evolution, or any other gimmick. He nearly caught Eternatus... with a base form Charizard.
