Yeah in my mind I always ignore that the Machop > Machoke line ends up evolving into a 4-arms monster.
He should have gained more details instead of just losing them. A crown, a cape, a mask or some wrestler uniform Idk.

I don't see it. First because they're not flesh colored and second because they cover the entirety of the lower half of the face. That's just how Japs draw beaks sometimes like King DeDeDe from Kirby.

yeah, because it's exaggerated. Thick lips are a common "buff guy" stereotype in japan. It has no reason to have a beak and its mouth isn't even beak shaped.

Bulbapedia calls them lips, Pokken gives him teeth, and the teeth are also visible in the anime sometimes. They're lips.
