Why have starters come to look like this? Why is GF making starters overly humanoid now? Is this what fans are asking for nowadays?

Yes? Cinderace and Inteleon are not only decently popular, but Toxtricity is one of the most popular mons in the region. Humanoid mons are consistently well liked if Lucario, Blaziken, and Greninja are any indication, so I don't see why this is even a question.

Actualy no meme answer:
Masuda and Ohmori did an interview with GameInformer where they specifically said that while most pokemon are designed with "they are wild animals of this world'' in mind, they try to make starters more "characterized" and anthro because they cannot be found in the wild and are the "partner Pokemon" of the player.
